I'm administering a narrative

BFG campaign in the San Francisco Bay Area, primarily centered on San Jose. Currently we have 13 players in eight factions (Chaos, Dark Eldar, Eldar, Imperial, Necrons, Orks, Tau, Tyranids). This is actually our second campaign, the first having run about 18 months. Our process is admittedly a little involved, but it provides a structure for unit advancement, territorial control, and fluff based special rules.
I've included the rules we're using, in case anyone is interested.

Here's the situation at the system level at the set up:
And on the capitol planet of Constantia Repentia:
Automatically Appended Next Post: At the end of the first turn, the Tau had made some significant advances, spreading the Greater Good to a total of four systems.
The Waaagh!!! around Tarsus IV was showing no signs of stopping, and the Tyranid hive fleets crept closer to Cornucopia and Knight's World.
On Constantia Repentia, a battle between the Tau and the Imperial Guard left the central Hive City in xenos hands. Wreka Mob 2 won a pyrrhic victory of the Eldar War Host Selethe 3, maintaining control of a Munitions Depot, but suffering savage casualties.
